Delivering Change in Horley Town Centre

The Delivering Change in Horley Town Centre programme is a Reigate & Banstead Borough Council initiative that is supported by Surrey County Council, Coast to Capital Local Enterprise Partnership and Horley Town Council.
There are four interrelated projects that together form a comprehensive programme of investment in the town centre:
1. Refurbishing the subway between the High Street and Station Approach
2. Public realm improvements to the High Street
3. Installation of pay-on-exit car parking at the Victoria Road Car Park and Central Car Park
4. Redeveloping the High Street Car Park to provide new homes.
Having been approved by Reigate & Banstead Council’s Executive in September 2020, the project team at Reigate & Banstead Borough Council have been focussed on the early stages of each project and getting the right organisations in place to bring forward the programme.
A professional design team has been procured to work across the subway refurbishment, High Street public realm improvements and High Street Car Park development. A single multi-disciplinary team has been appointed to ensure a coordinated approach to the design of each element. Key appointments include PDP Architecture who are lead consultant on the High Street Car Park development and subway refurbishment and Land Use Consultants (LUC) who are the lead consultant on the High Street Public Realm Improvements.
Now the professional design team is in place, early site analysis is underway. Members of the public, local businesses and stakeholders will have the opportunity to comment on the proposals later on in the year.
Reigate & Banstead Borough Council has also selected a contractor to deliver the pay-on-exit car parking project that will see the installation of barriered Automatic Number Plate Recognition (ANPR) parking at the Victoria Road and Central car parks. The programme for installation is currently being finalised.
